Consumer Support for Green Energy Drops

Consumer support for clean energy declined significantly between 2009 and 2011, according to a report by Pike Research. The cleantech market intelligence firm’s annual Energy & Environment Consumer Survey found that the average percentage of consumers with an “extremely” or “very” favorable view of 13 clean energy concepts, ranging from renewable energy to alternative fuel vehicles, declined from 50 percent in 2009 to 43 percent in 2011, the report says.

The solar subsidy cuts proposed by the German government will be not come into force before 1 April, according to a government spokesman. Last week, the cabinet approved a proposal to bring forward the 20-30% subsidy cuts for solar installations in Germany to 9 March, which would have given the industry less than two weeks to prepare. Before becoming law, the proposal has to go through the parliament, and a first reading is expected on Friday.

The European Commission may create a temporary set-aside of carbon permits through amending its regulations on auctioning allowances, assuming nations in the bloc decide to go down that route, an official said. The commission is considering ways in which it can reduce the surplus of supply that depressed carbon permits to a record of 6.38 euros ($8.41) a metric ton on Jan. 4. Members of the European Parliament’s industry committee last week backed a set- aside of permits in discussions over an energy efficiency law.

The International Maritime Organization (IMO) could soon find itself butting heads with Brussels over how best to tackle emissions from international shipping, analysts say, after the UN shipping body was unable to make “tangible progress” in this area at last week’s major meeting. The London-based IMO has been struggling for years to agree upon market-based measures for curbing emissions, such as a levy on CO2 emissions or a cap-and-trade scheme. With the organisation’s 170 members unable to make “tangible progress” on this issue last week - and with the next major meeting not scheduled until October - it is unclear when such measures will ultimately be agreed upon.
