The EU will review its auctioning rules for emissions permits in a bid to boost the flagging price of carbon, Climate Commissioner Connie Hedegaard announced yesterday. Europe's carbon exchanges have seen prices drop 60 per cent since the beginning of last year, for which analysts blame the glut of permits that has developed as emissions fell in the wake of the economic crisis.
